Bill Richardson for a tax rebate, highway construction, health care and other programs to help New Mexicans with rising household costs. The governor has proposed spending more than $400 million during the special session, with $120 million for a one-time tax rebate, $200 million for highway construction and $58 million to extend health care coverage to uninsured children.
